The photo was captured during sunrise with the Cloud Inversion (or Dragon's Breath as we like to call it) at its peak.

The valleys of Monmouthshire are extremely conducive to great Dragon's Breath effects this time of year, as the longer nights allow more time for the air to cool close to the ground. It's particularly spectacular in the Wye Valley, as seen here in another photo from Itay of Tintern Abbey :
